Why do some guitar scales start on a tonic note but end on a different note or the opposite?
I have encountered scales in books where a C Major scale for example starts on a tonic note but ends on a A note. Or it's the opposite, C Major scale starting on a F, then to G, A, B, and then to C. Why not instead start on C and end on C? Or is this used to show that you can use the surrounding notes because they belong in that scale?
It's because they belong in that scale. Each (Major) scale contains 7 unique notes, so for C major its C-D-E-F-G-A-B often ending on C again but the octave. You can start anywhere in the scale and it is still a scale in C major if the same notes are played (ex E-F-G-A-B-C-D-E)

Is this true about guitar amps?
The higher end amps like Fender, Marshall, Vox, Line 6, etc. ($500 and up) are good for your ears and can produce the sounds more clearly and how they're supposed to sound when you do hammer ons, pull offs, slides, bends, vibratos, and everything else.
I have a Junior G-Dec amp and I can't stand it. I'm glad I'm getting a new one soon.
First, I wouldn't include "Line 6" in my list of higher end amps. Fender, Marshall, Vox, Roland, and Peavey are all in a different league than Line 6. None of the amps are good for your ears if played at high volume. Decibels do the same damage to your ear whether produced by a great sounding amp or a lawn mower.
A guitar amp has two stages: the preamp and power amp. All your effects and distortion are created in the preamp stage. Ideally, the power stage is crystal clear...no distortion at all, just clean raw volume that will accurately reproduce the signal from the preamp. (There are exceptions to this when we get into tube amps) Actually, the Junior G-Dec should be a fine amp...at low volume. Try playing it absolutely clean...no distortion or effects. Find the loudest volume that it can produce a clean tone, and don't push it beyond that even with your effects. If you try to push it beyond it's limits, the 15 watts into a tiny 8" speaker is going to sound like doggy doo.
Generally speaking, the more expensive amps have greater power (measured in watts RMS) and bigger speakers. This allows you to get a clearer sound before the signal starts to break up. Distortion is an interesting effect. It originally was obtained by pushing tube amps beyond their limits...to the point of over-driving the power amp and speaker(s). High-volume-shred-your-speaker territory. Now days, we can accurately reproduce something that sounds like a screaming amp at safer volumes by just over-driving the preamp. Higher power amps have the ability to clearly reproduce the distortion at higher volumes. I know it sounds like a contradiction...clean distortion, but that's why a bigger amp gives a better sound.
So will a bigger high end amp make you sound better than you do on your G-Dec? Maybe a little, especially if you're trying to play loud. Obviously the G-Dec is sized for practicing alone in your room. Just remember the old saying: "It's a poor craftsman who blames his tools." The same is true of musicians. Certainly you need decent equipment, but 90% of your sound is in your fingers.

Would you like to have this Guitar?
I bought this Guitar in 1964. Paid 465 bucks for it. Don't want to get rid of it, it was my first quality guitar. It's Sunburst Ventures Model Mosrite. What's it worth you think?
It sure sounds like a sweet guitar. I have no idea what it is worth - though the rule of thumb is that a guitar is worth what someone is willing to pay for it.
